Recent changes to the Diagnostic and Statistical Manual of Mental Disorders, or DSM (4th ed., American Psychiatric Association, 1994), show recognition that cultural factors are relevant to assessment; thus, including specific information relevant to Deaf culture should help DSM users understand their deaf clients. For the present article, literature was surveyed on the psychological needs of the Deaf, and specifically how the Deaf views those needs. The review focused on four articles (Carver, 1995, 1997; Chapman, 1994; Dolnick, 1993). These articles suggest consensus on the thesis that the Deaf, as a minority culture, should provide information on Deaf culture to members of the helping professions. In addition to enhancing care providers' understanding, this would help society do a better job of including the Deaf in planning relevant to their needs. In particular, culturally deaf people should urge inclusion of relevant information about the Deaf in the next DSM revision.

The creation of the Nunavut government has been accompanied by an emphasis on Inuit knowledge—Inuit Qaujimajatuqangit (IQ)—in the making of policy and in procedures affecting Nunavutmiut (Nunavummiut). Definitions of IQ parallel those of traditional ecological knowledge (TEK), indigenous knowledge (IK), and traditional knowledge (TK). The extent to which cosmologies and belief systems are incorporated into definitions of these terms and the extent to which their use is narrowly focused on the management of biological resources are ongoing sources of concern. The language used to define and promote IQ often serves to move IQ away from its cosmological implications and define it as a tool useful for filling gaps in scientific knowledge. To appreciate a seamless definition of IQ, a better understanding of Inuit social and cultural history is necessary. An examination of this history depicts IQ as a form of resistant practice that can seriously challenge characteristic assumptions of Western science, such as the separation of humans from other forms of life. Inuit operating with a seamless definition of IQ are, however, confronted with contemporary social, economic, and political realities that challenge and may limit the use of IQ in the management and development of Nunavut. ; Dans le cadre de la formation du gouvernement du Nunavut, l'accent a notamment été mis sur les connaissances des Inuits (ou Inuit Qaujimajatuqangit – IQ) en matière d'établissement de politiques et de procédures touchant les Nunavutmiuts (Nunavummiuts). Les définitions de l'IQ sont parallèles aux définitions relatives aux connaissances écologiques traditionnelles (CÉT), aux connaissances indigènes (CI) et aux connaissances traditionnelles (CT). La mesure dans laquelle les cosmologies et les systèmes de croyances sont intégrés aux définitions de ces termes de même que la mesure dans laquelle leur utilisation est étroitement liée à la gestion des ressources biologiques sont constamment à la source de préoccupations. Souvent, les termes dont on se sert pour définir et promouvoir l'IQ ont pour effet d'éloigner l'IQ de ses incidences cosmologiques et de le définir comme outil utile pour combler les écarts en matière de connaissances scientifiques. Afin d'apprécier une définition continue de l'IQ, il faut mieux comprendre l'histoire sociale et culturelle des Inuits. L'examen de cette histoire illustre que l'IQ est une forme de pratique de résistance qui peut sérieusement contester les hypothèses caractéristiques de la science occidentale, telle que la séparation des humains d'autres formes de vie. Toutefois, les Inuits qui ont adopté une définition continue de l'IQ sont confrontés à des réalités contemporaines d'ordre social, économique et politique qui contestent et peuvent même restreindre l'utilisation de l'IQ dans la gestion et le développement du Nunavut.

Face à la problématique de la souveraineté dans l'Arctique, l'État canadien s'est attaqué, souvent avec réticence, aux préoccupations des Inuits en matière de santé et de bien-être. Coincé entre la crainte de susciter la dépendance et celle d'être accusé de négliger ses responsabilités, le gouvernement canadien a, durant la période 1900–1930, tenté dans la confusion et l'incohérence de concilier les intérêts commerciaux – en particulier ceux de la Compagnie de la baie d'Hudson – et les préoccupations en matière de souveraineté et de bien-être des Inuits. La voix des Inuits – et les observations de cette prise de parole – ont fait ressortir la nécessité pour l'État d'intervenir et mis l'accent sur le rôle d'entreprises commerciales telles que la CBH et leur impact sur la santé publique. La « voix de la présence » – une contribution inuite à la politique de santé publique du Canada – ne devrait pas passer sous silence.

Nearly two decades after the cessation of hostilities, traces of the war in Bosnia and Herzegovina (1992-1995) are still present throughout the landscape. Ruins resulting both directly and indirectly from the military actions remain scattered throughout urban and rural landscapes. Above the city of Bugojno, stands the shell of a hospital that was never completed and never opened. It is a visceral image full of unfulfilled hope and promise, and a reminder of the catastrophic events of the Bosnian Conflict. With unused and derelict infrastructure of that magnitude, loaded with symbolic meaning, it begs the question, how can it come to be used for the benefit of the local residents? The purpose of this practicum is to effectively design a redevelopment plan for the site of this former regional hospital, producing community space that promotes peace and reconciliation between the ethnic groups affected by conflict utilizing landscape processes and a program of socially based activities such as community gardening and food production. It will explore alternative uses and understanding of ruined infrastructure through investigation of traditional and contemporary landscape design theory pertaining to the picturesque, the aesthetic understanding of ruins in the landscape and the aesthetics of decay. ; May 2015
